"For meritorious achievement as Mapping Officer on the Staff of the FIRST Marine Amphibious Corps from October 15, 1942, to April 1, 1944; the THIRD Amphibious Corps from April 1, 1944, to March 6, 1945; and the FIFTH Amphibious Corps from April 25 to August 20, 1945. Working indefatigably throughout this period, Lieutenant Porter obtained mapping and hydrographic data without which accurate charts could not have been made. While attached to the FIFTH Amphibious Corps , he demonstrated his high technical intelligence in assisting in the planning for three major campaigns and was charged with the complete responsibility of arranging for and carrying out the overall mapping for the corps and higher Naval activities. He participated in the operations at Bougainville and Guam. By his skill, devotion to duty, and courage while under fire while participating in the operations at Bougainville and Guam, Lieutenant Porter contributed materially to the success of these vital campaigns."
