Percy L. Bernstein, who retired in 1957, died in Charlotte, North Carolina on October 1, 1974. He had resided in North Carolina since 1958. He obtained his Masters Degree in mathematics at Duke University in 1959, had continued teaching at Duke for 1 year, and then had continued in teaching at the University of North Carolina at Charlotte through 1970.

Captain Bernstein joined the Coast and Geodetic Survey in 1925 as a Deck Officer following his graduation from Tulane University. He had served most of his career in the field on several Coast and Geodetic Survey ships and for a number of years in geodesy. He served as District Supervisor in New Orleans and in the Washington headquarters in the Divisions of Tides and of Geodesy, and as Assistant Chief, Coastal Surveys Division for over 4 years. Captain Bernstein was recognized for periods of service during World War II by both Departments of Army and Navy.
