The following History was begun as NOAA's contribution
to a Department-wide effort to produce a Commerce History which would
serve as the Department's contribution to the national celebration
of the Bicentennial of the Constitution. In addition to serving as
source material to staff of the Department's Historical Council, I
thought it might be useful to distribute the NOAA History, in the
